Soch blouse sizing follows the classic rule: the size number is the bust it fits, in inches. A 36 blouse fits a 36 inch bust, snugly. Readymade sizes run 32 to 40, a narrower range than marketplaces like Mirraw, which uses the same convention up to a 50.

Bust: around the fullest part, tape parallel to the floor, wearing a non-padded bra. Do not pull tight.
Waist: around the natural waistline, the narrowest point above your navel. Keep one finger under the tape.
Hip: around the fullest part of your hips and seat, feet together.
Snug is correct. A saree blouse should fit like a second skin at the bust; if you are used to kurta ease, the right blouse size will feel closer than you expect.

It fits a 36 inch (about 91.5 cm) bust, on your body, snugly. Soch's chart states that its to-fit values are body measurements, and the size number equals the bust it is cut for.
Soch's 36 is cut for roughly a 71 to 76 cm waist. If your bust says 36 but your waist is larger than that, consider the 38 with bust alteration, or custom stitching.
At the bust, yes: both follow the size-equals-bust-inches rule. Beyond the bust they can differ, because Mirraw designers each draft their own waist and sleeves.
Soch's readymade blouse range stops at 40. Above that, use Soch's custom stitching or a marketplace like Mirraw, whose readymade blouses run to a 50.
